Public Meeting Scheduled To Discuss Gypsy Moth Infestation

(Ruffin, NC) – The North Carolina Department of Agriculture and Consumer Services’ (NCDA&CS) Plant Industry Division has scheduled a public meeting on Thursday, February 16th, 7:00 pm at the Ruffin Fire Department, Ruffin, NC. The purpose of the meeting is to permit NCDA&CS staff to provide information on a gypsy moth infestation that has been detected in your area, review treatment alternatives for these infestations, and to receive input from residents in the area. The meeting format will provide adequate time for questions and public comments.

No decision will be made on the treatment alternative for this gypsy moth infestation until residents of the area have an opportunity to express their comments through this public meeting. Residents of the area are encouraged to attend, hear the information presented, and express their comments. Individuals wishing to speak at the public meeting will be able to sign up at the Ruffin Fire Department when they arrive for the meeting.

Rockingham County Citizens May Volunteer for 9-1-1 Consolidation Grant Governing Board

WENTWORTH, NC (Dec. 6, 2011) – A citizen representative selected by the Rockingham County Commissioners will serve on a seven-member governing board for the new 9-1-1- Consolidation Grant. Rockingham County citizens interested in possibly being selected for this governing board must complete an Advisory Board Application by 5 p.m., Tuesday, Dec. 20th, on the county website. The application is on the county website, under the “I Want To” headline at http://www.co.rockingham.nc.us/forms.aspx?fid=53

When you complete the online application and press the “send” button, your application will be forwarded to Rockingham County’s Clerk to the Board Pamela M. McLain. You may send your resume and additional information for consideration in a separate email to the Boards and Commissions at pmclain@co.rockingham.nc.us. You will be notified if you are selected to serve. Please remember completed applications must be submitted by the 5 p.m., Tues day, Dec. 20th deadline.

Citizens who are unable to access information via the county website and computers may visit any branch of the Rockingham County Library. Computers are available for use by the public in Eden, Madison, Mayodan, Reidsville, and Stoneville.

Printed copies of the Advisory Board Application are also available at the Rockingham County Governmental Center’s main receptionist’s desk. Advisory Board Applications may be requested by calling 336-342-8100. Rockingham County’s Governmental Center is located at 371 NC 65 in Wentworth, NC.

The North Carolina 9-1-1 Board voted unanimously to award Rockingham County 9-1-1 Communications, $7,826,000 for the Rockingham County 9-1-1- PSAP Consolidation Project at its Sept. 30th meeting. The $7.8 million grant will provide Rockingham County a consolidated communications system with one, single answering point. This will improve overall efficiency and quality of the Rockingham County Emergency Communications process to further the efforts of all emergency responding agencies to access information.

Rockingham County Commissioners discussed implementing a seven-member governing board to oversee design, construction, and coordinated oversight. Based on their specific expertise and background, five of the governing board appointees include: Eden Police Chief Reece Pyrtle, Reidsville Police Chief Edd Hunt, Rockingham County Sheriff Sam Page, Fire Chiefs’ Council President (Jacob’s Creek Chief) Timothy H. McMillion, and Rockingham County EMS Rodney Stewart.

One citizen representative will also be chosen from persons nominated by the participating municipalities (Eden, Reidsville, Wentworth, Stoneville, Madison, Mayodan).

The 9-1-1 consolidation agreement involves the Rockingham County Sheriff; Police Chiefs, 9-1-1 Director, Fire Chief Council, EMS Director, the Rescue Squad Representative, and the Rockingham County IT Director.

Emergency services will become a one-stop-shop since there will not be a need for one-button transfers to cities. Instead, any emergency service a citizen needs will be handled by simply dialing 9-1-1, once the new 9-1-1 Center is in operation, including EMS, Fire, Rescue, Law Enforcement, Sheriff, and Animal Control.

PROPERTY TAX LISTING

In compliance with North Carolina General Statute Chapter 105 “The Machinery Act of North Carolina”, all citizens must list their property for taxation on or before January 31, 2012. Failure to list taxable property by any person whose duty it is to list within the time prescribed by law shall constitute a misdemeanor punishable by a fine not to exceed five hundred dollars ($500.00), imprisonment not to exceed six (6) months, or both. The failure to list shall be prima facie evidence that the failure was willful.

***REMEMBER: Do Not List registered (tagged) motor vehicles unless it is a permanently tagged motor vehicle (these are usually various types of trailers). Registered motor vehicles are: cars, trucks, campers, motorcycles, trailers, etc.; vehicles with active license tags. Registered motor vehicles are listed and billed by the County Tax Office from registration information provided by the North Carolina Department of Motor Vehicles.

Listing Period: January 1 – January 31, 2012. N.C.G.S. 105-307 Businesses requesting extensions must do so in writing during the January 1 – January 31 listing period; a request may also be submitted via the Rockingham County Tax Administration website at www.co.rockingham.nc.us .

Listing Forms: Taxpayers who listed personal property in 2011 should receive a listing form. First-time listers should request a form from the County Tax Office. Not receiving a form has no bearing on the applicable penalties for non-listing or late listing.

Walk-in Listing will be done at the Rockingham County Governmental Center in Wentworth. Office hours are 8:00 a.m. – 5:00 p.m. Monday – Friday. The office will be closed Monday, January 2nd and Monday, January 16th.

Mail-in Listing: Forms submitted by mail shall be deemed to be filed as of the date shown by the USPS postmark. If there is no postmark or if the postmark date is any other than that affixed by the United States Postal Service, the form shall be deemed to be filed when received in the office of the Assessor.

Real Estate: Real property owners are responsible for reporting improvements made since January 1, 2011 (remodeling, additions, etc.) other than cosmetic, painting, landscaping, and maintenance. You will need to contact the Tax Office to obtain a form for reporting these changes. If you purchased real estate in 2011, you should receive a listing form for that property.

• Property Tax Relief for Elderly and Permanently and Totally Disabled Persons: North Carolina excludes from property taxes the first twenty-five thousand dollars ($25,000) or 50%, whichever is greater, of the appraised value of the residence owned by a North Carolina resident aged 65 or older or totally and permanently disabled whose income does not exceed twenty-seven thousand one hundred dollars ($27,100) including spouse’s if married. This exclusion covers real property, or a mobile home occupied by the owner as his/her permanent residence.

• If you received the exclusion in 2011, and your income does not exceed twenty-seven thousand one-hundred dollars ($27,100) and property ownership has not changed, you do not need to reapply in 2012.

• If the person receiving the exemption in 2011 has died, the person listing the property must notify the Tax Office.

• Persons wishing to apply for the first time may request a form from the Tax Office. Please complete the application and return it along with proof of income during the regular listing period. All required documentation must be provided by June 1.

• NC Legislation has provided two additional tax relief programs.

1) The Circuit Breaker under NCGS 105-277.1B-this is a deferment of taxes and not an exclusion.

2) Disabled Veterans Exclusion NCGS 107-277.1C.

Exempt property owners must submit an application for exemption of real and/or taxable personal property acquired in 2011 during the regular listing period. Tax exempt status for income tax purposes does not guarantee property tax exemption.

Wentworth Street Roundabout To Be Closed To Traffic Oct. 17 – 21st

(Reidsville, NC) – The intersection at Wentworth and North Scales Streets will be closed the week of October 17 for approximately five days.

Weather permitting, the new roundabout will be closed beginning Monday afternoon and continuing through Friday, Oct. 21. Hopefully, the intersection will be open to traffic again on Saturday provided there are no weather delays, explained Public Works Director Kevin Eason.

Final improvements are being made to the area, including the same stamping process used at the North Scales/Morehead Street traffic circle, City officials said. Workers from CACTX Surfaces will be on hand to do the stamping, which must also allow time for the process to dry.

Detour signs will be placed in the area to help drivers navigate around the intersection closing.

Again, this tentative schedule is dependent on the weather. Please check the City of Reidsville website, www.ci.reidsville.nc.us, for any updates throughout the week.
