<p><strong>Commissioners announce support for HPAC and Monument </strong></p>
<p>Rockingham County Commissioners Keith “Zero” Mabe and T. Craig Travis have weighed in on the efforts of the Historical Preservation Action Committee (HPAC) to return the Rockingham County Veterans Monument to its original location at the intersection of Scales Street and Morehead Street in downtown Reidsville where it stood for more than 100 years.</p>
<p>As reported by the Reidsville Review on April 8, 1910, and recorded in the minutes of the Rockingham County Commissioners, the Rockingham County Commissioners donated taxpayer funds for the erection of the monument in 1910 and acknowledge that the NCDOT took over all city and county roads statewide in 1931. “We&#8217;ve contended based on these facts from day one that the Monument is state property, therefore this is not just a Rockingham County issue but a state issue as well,” said Ira Tilley, who is Public Relations Director for HPAC.</p>
<p>Because the land became state property in 1931, HPAC contends that the North Carolina Department of Cultural Resources acquired sole authority over the monument in the intersection under N.C. General Statute 136–42.1. In 1986, the Department of Cultural Resources listed the monument in the intersection on the National Register of Historic Places. HPAC contends that the City does not have the authority to remove the monument, without the approval of the Department of Cultural Resources.</p>
<p>“I support the efforts of HPAC and it is my opinion that the monument should be put back as it was before the guy hit it,“ said Mabe, current chairman of the Rockingham County Board of Commissioners.</p>
<p>“Whether the historical advocacy group HPAC has information as to the rightful ownership as they contend, or whether the City of Reidsville has the right to remove the monument base from its location, has yet to be determined by the proper authorities,” said Commissioner Travis. “Their endeavor may have the benefit of bringing the events surrounding this controversy out of the back room and into the light of day. There is no doubt that the Reidsville City government has betrayed the trust of not only the citizens of Reidsville, who are also citizens of the County, but all those who want local governments to be transparent in conducting the business that affects all the citizens.” added Travis.</p></blockquote>

<p>Central Elementary, Dillard Elementary, Lincoln Elementary, Huntsville Elementary, Holmes Middle School, Reidsville Middle School and The SCORE Center School earned Green Ribbon status for outstanding progress in their first year of implementation of PBIS. Schools recognized as Green Ribbon Schools earned at least 80% in teaching behavioral expectations to their students and staff, and 80% or higher overall on the Schoolwide Evaluation Tool (SET).</p>
<p>Douglass Elementary and South End Elementary earned Model Banner Ribbon status for outstanding progress in their first year of implementation of PBIS. Model Banner schools have completed all of the requirements for Green Ribbon Schools and have completed Module 2 training. They have also achieved a Level 2 on the Implementation Inventory for teaching behavioral expectations and 90% total SET score.</p>
<p>June St. Clair Atkinson, State Superintendent, and Mary N. Watson, Director of Exceptional Children Division for the Department of Public Instruction (DPI), began the celebration by commending all of the schools for their hard work and dedication to PBIS. The state superintendent commended PBIS schools for “remodeling education”. The PBIS initiative requires support at all levels of administration: Superintendents, Central Office, and School administrators to be successful.</p>
<p>Joe Simmons, Positive Behavior Support Section Chief, and Heather Reynolds, PBIS Consultant, Cayce McCamish, PBIS Regional Coordinator and other regional coordinators recognized all of the schools in Regions 1, 2, 5, 6, and 8 who earned Green Ribbon, Model, and Exemplar School status. The state superintendent presented the awards to individual schools.</p>
<p>The North Carolina Positive Behavior Intervention and Support (PBIS) initiative is part of the North Carolina State Improvement Program funded through IDEA. PBIS is a 3-5 year process that impacts the learning environment in the schools in order to support growth in academic achievement and a reduction in behavioral problems. Schools implementing PBIS are working to integrate their Safe Schools Plans, Character Education efforts and strategies, and discipline efforts in order to make schools caring and safe communities for learning. Schoolwide Positive Behavior Support is a systematic approach that establishes and reinforces clear behavioral expectations for students and staff. The entire school staff adopts a common approach to discipline that is proactive, instructional, and outcome-based. Data is collected regularly to help teams make decisions about effective implementation. Data is also reported to the state annually to monitor progress in each county and individual schools. The goal is to help educate all students, even those with challenging behaviors. PBIS also incorporates an instructional approach that focuses on systematically teaching social behavior using effective instructional methodology. Systematically teaching and implementing behavioral interventions for the most difficult students is also a key component.</p>
<p>This school year continues to be successful as RCS has four more schools currently participating in PBIS: Draper Elementary, Western Rockingham Middle School, Monroeton Elementary, and Reidsville High School.</p>

<p><strong><span style="font-size: medium;"><a href="http://www.rceno.com/RCENO/wp-content/uploads/2012/02/EdenGoodwillResourceCenter.jpg" target="_blank"><img class="alignleft size-medium wp-image-24089" style="border: 0pt none; margin: 5px 15px;" title="EdenGoodwillResourceCenter" src="http://www.rceno.com/RCENO/wp-content/uploads/2012/02/EdenGoodwillResourceCenter-300x168.jpg" alt="" width="150" height="84" /></a></span></strong>(Eden, NC) &#8211; The Eden Community Resource Center is an innovative collaboration between four entities &#8211; Goodwill Industries of Central North Carolina, the City of Eden, Rockingham Community College and CenturyLink Communications. The center offers a range of classes to help people upgrade their skills and a place to apply for jobs. Classes include computer training, human resource development, GED and English as a second language. Classes are also offered on Excel, Quickbooks, Power Point and Word computer programs. Many classes at the center are free of charge and scholarships may be available for some students.</p>
<p>Between its Oct. 31, 2011 opening and Dec. 31, the center had helped more than 300 people and placed 22 people in jobs with wages ranging from $13 to $23 per hour. “I am happy that the center is seeing immediate results and making the difference in people’s lives,” stated Eden City Councilman Wayne Tuggle, also a former educator in Rockingham and Guilford counties. Councilman Jim Burnette has also been pleased with the initial results. “We were able to spearhead this center through in a remarkably short amount of time and I am sure those people who now are employed as a result of this center appreciate the efforts to open this facility,” he said.</p>
<p>Other classes are being considered for the center including an automotive maintenance class and one for medical interpreters. King’s Hwy., Suite H, in Kingsway Plaza Shopping Center (next to Pebble’s department store).</p>

The City of Reidsville can use its newly acquired CodeRED emergency communications system to let citizens and businesses know quickly about a potential or occurring emergency situation.</p>
<p>Citizens may already be familiar with the CodeRED system, which is used by the County to broadcast Amber Alerts and other information. Rockingham County Schools use a similar system to inform parents of upcoming school events.</p>
<p>During the week of January 30, the City will test its CodeRED system by sending out a citywide non-emergency message. This test call will help the City determine how many phones can be reached. The system is voice activated. If you receive the phone call, you must say “Hello” before the message will start.</p>
<p>In this initial test, the system will only call those homes or businesses identified in the white pages of the telephone book. Reidsville citizens can also log onto the City’s website and get their home or cell phone numbers included in the database, explains Reidsville City Manager Michael J. Pearce.</p>
<p>“No one should automatically assume his or her phone number is included,” Pearce said. He urged individuals and businesses to log onto the City website, www.ci.reidsville.nc.us, and follow the link to the “CodeRED Community Notification Enrollment” page. “If your phone number is not in the database, you will not be called,” the City Manager stressed.</p>
<p>Reidsville officials are excited about this additional communication option.</p>
<p>“We like that this system can be used for an emergency broadcast throughout the entire City or can be pinpointed to let residents in a particular area of town know if water service is down or a road is closed,” Mayor James Festerman said. “We see CodeRED as an effective tool in getting the word out to our citizens.”</p>
<p>For those residents without Internet access, they can call City Hall at 336-349-1030 to supply their information over the phone. Required information includes first and last name, street address (physical address, no P.O. boxes), city, state, zip code and their primary phone number. Additional phone numbers can be entered as well. Forms detailing this information will also be available at City Hall, 230 W. Morehead Street, both in the City Manager’s Office and at the Customer Service windows where water bills are paid.</p>
<p>Again, the program can be utilized by both residences and businesses. If you have an unlisted phone number, have changed your phone number or address within the past year or use a cell phone or VoIP phone as your primary number, you should register for the alerts. Multiple telephone numbers can be attached to a single physical address.</p>
<p>A CodeRED app for the iPhone is already available. The Android phones will soon have a CodeRED app of their own in the coming months.</p>

			<content:encoded><![CDATA[<p>The Rockingham County Library Board meeting was held on January 26, 2012 at the Reidsville Library. Michael Rose gave an update on the Western Library project. This report was very encouraging in that it looks like every thing is going to be moving forward.</p>

<p>Financing appears to be in order, so this is not a problem. To all who did so much to make this happen many thanks. Thanks also to the citizens of Madison and Mayodan for their working together on this project. I know a lot about these two towns. When I worked at Sears and met so many fine folks from this community the only thing I remember is don’t talk to me about joining the two. This maybe a start to bring the two communities together.</p>
<p>I am glad to have been aware of this from the start by finding out about two libraries and the way they were run. Now. that it has come to be a reality thanks to all who gave and helped. I think Mr. McMichael had hopes of this being the start of the two communities coming together by giving the land as he did.</p>
<p>It has been a real joy to have watch the community take on so many projects the last two years volunteering time and money to help the following:</p>

<p style="padding-left: 30px;">Duane Best Auditorium Seating at Morehead High School</p>
<p style="padding-left: 30px;">Rockingham County Animal Shelter</p>
<p style="padding-left: 30px;">Sculptors at the New Courthouse</p>
<p style="padding-left: 30px;">Volunteers to Repair the Mayodan Library</p>
<p style="padding-left: 30px;">Extension volunteers thought the county</p>
<p style="padding-left: 30px;">School volunteers</p>
<p>I am sure there are more and what a joy it is to watch all this going on. THANKS !!!!!!!!!</p>

			<content:encoded><![CDATA[<p>The Will of the People held a meeting on January 26, 2012, with about a hundred individuals and members present. Chairman Tom Harrington opened the meeting. Member, Dot Bush could not be there because of sickness, and I hope she recovers soon. There were some new faces, in the crowd, which is good, however, it is disappointing that so few or no young people present.</p>
<p>The speaker for the night was Rockingham County&#8217;s new manager, Lance Metzler, who gave his background and what to expect in the future. He was very open about being transparent. The speech was very informative and he opened the floor for questions. After his presentation, Metzler went down through the middle of the group shaking hands.</p>

			<content:encoded><![CDATA[<p>(Wentworth, NC) &#8211; Joseph Maddrey, an Eden attorney, and Elizabeth Maddrey, a former educator and a civic volunteer, have endowed the Elizabeth H. and Joseph G. Maddrey Scholarship at Rockingham Community College. The couple has resided in Rockingham County since 1972.</p>
<p>“We understand the value of education both to the individual and to the community,” said Elizabeth Maddrey, a member of the RCC Board of Trustees since 2007 and a past vice president of the RCC Foundation Board of Directors.</p>
<p>Recipients of the scholarship must be Morehead High School seniors who enroll full-time in an RCC program of study leading to an associate degree, have a 3.0 grade point average and show academic promise for completing their course of study at RCC. The award is renewable for one additional year of study.</p>
