<p><a href="http://www.rceno.com/RCENO/wp-content/uploads/2013/05/SpliDollar.jpg" target="_blank"><img class="alignleft  wp-image-674" style="border: 0px; margin: 0px 10px;" alt="SpliDollar" src="http://www.rceno.com/RCENO/wp-content/uploads/2013/05/SpliDollar-300x168.jpg" width="180" height="101" /></a>(Wentworth, NC) &#8211; Rockingham County Commissioners Zane Cardwell, Keith Duncan and Mark Richardson, along with County Manager Lance Metzler attended the May 22 County Assembly Day, sponsored by the North Carolina Association of County Commissioners, and helped advocate to restore and protect the county share of proceeds from the North Carolina Education Lottery.</p>
<p>“Restoring to counties the full share of lottery proceeds is one of our top priorities for this legislative session,” said NCACC Executive Director David F. Thompson. “We appreciate the support of the hundreds of commissioners who came to County Assembly Day and helped heighten awareness of this issue in the General Assembly. The best advocates for counties are our locally elected county commissioners speaking to their locally elected state legislators about the importance of the state-county partnership.”</p>
<p>Over the past four years, counties have lost nearly half a billion dollars in state support for school capital needs. The Legislature has reduced the county lottery share each of the past three years and has diverted all of the county share of the corporate income tax for each of the past four years (see chart below).</p>

<p>Rockingham County Finance Officer Pat Galloway stated, “If Rockingham County were to receive the General Statute requirement of 40% of lottery proceeds, it would equate to approximately $1.7 million, which would accommodate our outstanding school debt. However, we are only receiving $940,000, which is 22% instead of the statutorily required 40%. Just with the shortfall in required funding from the State based on our school debt service, we are looking at a major gap in funding the debt service of the schools in the amount of $2.5 million over the next five years, which will reduce our ability to continue existing services. Currently, the General Assembly is looking at taking it a step further by repealing the General Statute pertaining to lottery proceeds and allowing the allocation distribution to be at the discretion of the General Assembly”.</p>
<p>If passed, this Senate proposal will be a major change in how lottery funds will be allocated for school construction. The Senate would eliminate the statute that directs 40 percent of net lottery funds to school construction. Instead, lottery proceeds would be directed to the General Fund, and the Legislature would appropriate the proceeds each year.</p>
<p>County Commissioner Keith Duncan stated, “I am disappointed those funds were not used as set out in the General Statutes, and especially now with the State looking to eliminate the General Statute and have discretionary distribution of those proceeds. Local legislators should understand that we made previous public educational facility commitments based on the State’s commitment to provide ADM and lottery funds. We are told that the ADM funds are permanently lost. Now we are being told that the other source, Lottery funds, may not be something we can count on to go towards our debt. Our representatives should take heed that the county cannot keep providing for public schools without help from the State. They need to go back to the drawing board”.</p>
<p>Commissioner Zane Cardwell added “When put in the general fund, dollars seem to get lost and spent on other things. The lottery was passed as an educational lottery and the money should be spent on education. The gasoline tax was set up to fund highway improvements, but it goes into the general fund and now we do not have funds to take care of our roads. By having specific funds set up, it helps keep control of those funds. When you tell someone something, keep your word.”</p>
<p>“It was great to have three commissioners attend County Assembly Day” said County Manager Lance Metzler. “I think that it was eye opening for them to see how the General Assembly functions and its direct impact on local government. With regards to public school capital, the State has always provided resources for public school construction and now Rockingham County is in jeopardy of losing some or all of the last remaining resource to pay back debt that was incurred based on the commitment by the General Assembly. We were already facing a significant short-term gap in revenues to cover school capital debt, further reductions will create long-term major shortfalls and force the county to evaluate all revenue options, including our tax rate. I would encourage the public to convey their concerns to our local legislators.”</p>

<p>(Wentworth, NC) &#8211; On Wednesday May 22, 2013, Rockingham County High School reported that graffiti had been painted in several locations there on the campus; and that their Cougar mascot statue had been damaged.</p>
<p>The graffiti found is pictured below, along with a vehicle captured on surveillance video overnight at Rockingham County Middle School (located behind Rockingham High School) that may have been involved.</p>

<p>Emily is described as a Caucasian Female, 5 ft. 3 in tall, 105 lbs. with Blonde hair and Blue eyes, last seen wearing a Red shirt and unknown color shorts.</p>

<p><strong>• On May 19, 2013, Jerri Lynn Deacon</strong> of  E. Aiken Rd., Eden, was arrested on a warrant for Violation of Domestic Violence Protective Order and Threatening Phone Calls. Deacon is scheduled to appear in Wentworth District Court on June 13, 2013.</p>

<p>(Wentworth, NC) - The High Point Police Department is requesting the public’s assistance in locating 15 year old Scarlette Angel Deloach. Scarlette was reported as a runaway by her father on 01-May-13 from her home on Richland St. in High Point. Scarlette and her father recently relocated to High Point from the Reidsville area. It is believed that she could be in the Reidsville area.</p>
<p>There is also some indication she may have been seen in the National Highway area of Thomasville on the night of May 1st, in the company of another teenage girl who is unknown at this time.</p>
<p>Scarlette  is described as a white female, sandy blond hair, blue eyes, 5’04”, 130lbs. She may be wearing blue jeans and brown boots and generally wears her hair in a ponytail.</p>
<p>Anyone knowing the whereabouts of Scarlette Deloach is asked to contact Lt. Kenin Ray with the High Point Police Department at 336-887-7830 or Detective Melanie Leonard at  336-887-7877.</p>

<p>The FUN outdoor advertising images include: a girl in a kayak on a river; a couple eating ice cream at a festival; a dad and son fishing; and a man biking outdoors.  The four images will be displayed starting today on an electronic board (Battleground &amp; Cotswold in Greensboro).  The poster boards will be displayed this week per weather conditions.  The billboards may be viewed on the County&#8217;s website at <a href="http://rc.municipalcms.com/pView.aspx?id=32241&amp;catid=407" target="_blank">http://rc.municipalcms.com/pView.aspx?id=32241&amp;catid=407</a></p>
<p>Concepts from the billboard campaign will be utilized in other platforms to communicate a consistent message of FUN experiences in Rockingham County NC.  The billboard campaign was developed by Rockingham County Government’s Public Information Office and Fairway Outdoor Advertising.</p>
<p>The FUN outdoor advertising goals are to:</p>

<p style="padding-left: 60px;">2.   Push the name, Rockingham County NC</p>

<p>The meeting covered a couple of things, one being the ground breaking set for July 23, 2013 at 9:30. The other thing was the cost for personnel to operate the center, which will be a cost to the county. I asked the Mission Critical Partners representative why the current personnel can’t be used in the new 911 center and he said they were not qualified and would have to be retrained. Again, this will have to be a county expense.</p>
<p>The state is funding most of this and we definitely need it for the safety of all of us, but this is another building to be maintained at county expense, however important and necessary.</p>

				<content:encoded><![CDATA[<p><span style="font-size: medium;">Budget Meeting &#8211; Rockingham Co.</span></p>
<p><span style="font-size: medium;">For two and a half days, the commissions met with department heads to hear their planned savings and their needs for the fiscal year 2013-2014. This was my fifth or sixth year to attend these meetings and there is always something that stands out. One year the library director told about having two libraries – one in Mayodan and one in Madison. He said there was six acres of land the McMichaels left to erect a library. Working with the then library director for about six months, we came up with a plan that got things moving. I have been told, by the current director, that proposals for such a library had been going on for twenty-five years, which seems like a long time. I may have upset some for putting a strong push on to get this moving. I think the reason it took so long to get it going was resistance in the two towns to work as one. This was the most contentious item I gathered in all of the budget meetings I attended.</span></p>
<p><span style="font-size: medium;">This year’s budget was presented with many sound original and saving ideas. Mable Scott proposed putting up three billboard signs on Highway 220 from Virginia to inside the city limits of Greensboro to let people know what we have to offer in ROCKINGHAM COUNTY. I think that is a good idea as sometimes people do come here by accident, as I did forty-eight years ago. </span></p>
<p><span style="font-size: medium;">The airport request was given by Dr. Keys who is the chairman of the airport authority. There are leases that have expired and one hangar was removed as the lease ran out. The airport has the option to buy existing hangars or let the owner remove it. As the Authority has no funds to buy with and federal money can’t be used to buy these buildings, they have not much choice but to let them go. Maybe, if it has not already been done, our congressman or senator could help free up some of the federal funds. </span></p>
<p><span style="font-size: medium;">Ron Tate, who is director of water/sewer and building projects, presented his needs for the year. The biggest thing that was brought up was the increased cost of energy with our courthouse and jail, animal shelter, and the old Wentworth school to mention a few. Someone mentioned tearing down the old school, which has been brought up before many years ago. Alumni of the school have been opposed to the idea in the past, but I don’t know how they feel now. It seems that the expense of maintaining the school could make a difference, as all county taxpayers are paying the bill. </span></p>
<p><span style="font-size: medium;">There was one outstanding report from tax director Karen Carter about the high number of home foreclosures the county faces and the cost involved.</span></p>
<p><span style="font-size: medium;">Overall the commissioners seemed to be a concerned about the budget and the cost.  </span></p>

<p><a href="http://www.rceno.com/RCENO/wp-content/uploads/2013/05/Public_Notices.jpg" target="_blank"><img class="alignleft  wp-image-46" style="border: 0px; margin: 5px 10px;" alt="Public_Notices" src="http://www.rceno.com/RCENO/wp-content/uploads/2013/05/Public_Notices-300x168.jpg" width="126" height="71" /></a>Notice is hereby given of a Public Hearing to be held on Monday, June 3, 2013 at 6:30 p.m., or as soon thereafter as it may be reached on the agenda, at the Governmental Center, Second Floor, Commissioners’ Meeting Room, Wentworth, North Carolina, pursuant to N.C.G.S. §153A-306 to abolish the Spray Rural Fire Service District and pursuant to N.C.G.S. §153-304.3 to relocate the boundary lines for the Draper Rural Fire District and Leaksville Rural Fire District with the Smith River being the boundary for each district.</p>
<p>Also to be considered, changing properties in the Town Creek Road area, beginning at the northeast corner of 1255 Town Creek Road and continuing northeast on Town Creek Road to the Town Creek Bridge where it meets Oregon Hill Fire District, from Leaksville Rural Fire District to Draper Rural Fire District, so as to be consistent with the current insurance district. Further to be considered, properties south of Eden Road area, which are currently in the Leaksville Rural Fire District to be moved to the Shiloh Rural Fire District and further properties north of Eden Road currently in the Shiloh Rural Fire District to be moved to the Leaksville Rural Fire District as agreed upon by the Board of Directors of the Leaksville Fire Department and the Shiloh Fire Department to geographically better serve the property owners of said districts. Maps of the proposed Service Districts and a report as required by subsection (b) of G. S. 153A-302, along with legal descriptions of each proposed service district are available for public inspection in the Office of the Clerk to the Board of County Commissioners, Rockingham County, Wentworth, North Carolina. All persons interested in this matter are invited to be present at the hearing where they will be given an opportunity to be heard.</p>
