		<description><![CDATA[(Raleigh, NC) - Court permanently bans network of phony locksmiths, orders more than $1.2 million in fines]]></description>
			<content:encoded><![CDATA[<p><a href="http://www.rceno.com/RCENO/wp-content/uploads/2010/01/AGCooperBanner.jpg"><img class="alignleft size-medium wp-image-2144" title="AGCooperBanner" src="http://www.rceno.com/RCENO/wp-content/uploads/2010/01/AGCooperBanner-300x168.jpg" alt="" width="150" height="84" /></a>(Raleigh, NC) &#8211; A network of phony locksmiths who used bait and switch tactics to rip off locked out North Carolinians are permanently banned from business in the state, Attorney General Roy Cooper said today.</p>
<p> “Businesses that break the law and take advantage of consumers in their time of need have no business operating in North Carolina,” Cooper said.</p>
<p> Wake County Superior Court Judge Robert Hobgood agreed today with Cooper’s request to enter a permanent injunction and judgment against several locksmith companies and their owners. The court order bars the defendants, their employees, contractors and successors from offering or performing any locksmith services in North Carolina.</p>
<p> Named as defendants in the lawsuit are: 704 Locksmith, Inc. of Charlotte which does business in the Triangle area under several names including Raleigh Locksmith, Durham Locksmith, Apex Locksmith and Smithfield Locksmith; NC Charlotte Locksmith which does business throughout central and western North Carolina using a variety of names such as Charlotte Locksmith, Concord Locksmith, Hickory Locksmith, and Shelby Locksmith; Anna Konevsky of Charlotte, president of 704 Locksmith and NC Charlotte Locksmith; Locksmith Services, Inc. of Charlotte, which also operates as Cary Locksmith and Atlantis Locksmith; and Tamir Avraham of Charlotte, president of Locksmith Services, Inc.</p>
<p> Under the judgments issued by the court, the defendants have been ordered to pay a total of $1,245,000. Avraham, 704 Locksmith, Inc., and Locksmith Services, Inc. each owe $395,000 in civil penalties, $5,000 each per week for every week they operated illegally in North Carolina. Konevsky owes $60,000 in civil penalties, $5,000 per week for each week she illegally did business in the state.</p>
<p> Under state law, any civil penalties collected in the case will go to support the public schools.</p>
<p> According to the Attorney General’s investigation, the defendants do not actually employ any licensed locksmiths, but the companies have advertised and performed locksmith services anyway. The defendants have advertised online and in the yellow pages using names, telephone numbers and addresses that make their companies appear to be local.</p>
<p> As alleged in complaint filed by Cooper’s office, North Carolina consumers have called these companies looking for a local locksmith who could let them into their home, business or car. Consumers who complained about the defendant say they were quoted one price on the phone and then charged a much higher price by the locksmith who showed up to do the work. The defendants then usually demanded payment in cash, refusing to let consumers pay by credit card.</p>
<p> “Nobody likes to be locked out, but it’s even worse if the company you call for help rips you off,” Cooper said. “To avoid scams, do your homework to find a legitimate, licensed locksmith.”</p>
<p><br class="spacer_" /></p>
<p><strong>To avoid falling victim to similar scams, Cooper recommends the following tips:</strong></p>
<p><br class="spacer_" /></p>
<p>•  Whenever possible, check out a business before you do business with them by calling the Attorney General’s Office and the Better Business Bureau.</p>
<p>•   Locksmiths are required by law to be licensed. Before someone does work for you, ask if they’re licensed and write down their license number. Contact the N.C. Locksmith Licensing Board at (919) 838-8782 to check out a locksmith or report an unlicensed one.</p>
<p>•   A locksmith who arrives on the scene should be wearing an identification tag issued by the Locksmith Licensing Board. If the locksmith isn’t wearing the ID, don’t do business with him or her.</p>
<p>•   Get a price quote in writing before you agree to any work.</p>
<p>•   For services you may need in an emergency, such as a locksmith or plumber, find a good one before an emergency happens. Ask family and friends for recommendations, check them out and then save their contact information so you’ll have it when you need it.</p>

<p>Consumers can call the Attorney General’s Consumer Protection Division at 1-877-5-NO-SCAM to check out a company or file a complaint.</p>

<p>Calvin Allen and Courtney Mills, representatives of the Golden Leaf Foundation, handled the meeting, which was held in the high school auditorium. People were sitting all over the room and that made it hard to hear all that was said. However, it was easy to hear and understand the speaker. RCC was not available for this meeting; let’s hope it will be for the next one.</p>

Revenue exceeded $63,024.81 or 15.3% above the prior year. The revenue was .8% over the highest measured previous year, 2006-2007. There are many contributors to the motel occupancy tax. They include corporate stays, specifically from those doing business with MillerCoors and Weil-McLain. The Duke Energy Gas Powered Project has created a significant number of motel stays. This project will draw approximately 400-500 temporary workers to the city until the new facility opens in 2012.</p>
<p>Weddings, reunions and sporting events also attract motel stays and subsequent revenue. A group of golfers travel from Prince Edward Island, Canada each April to play in the Eden area. They have been coming to Eden for several years and brought more than 120 golfers in 2010. “We could play golf at Pinehurst or Myrtle Beach, but no one makes us feel more welcome than Eden does,” explained Bob Fitz, who coordinates the annual golfing excursion.</p>
<p>Eden resident Ron Norwood hosted the third gathering of fellow Argus Camera collectors at Eden City Hall this year. Their annual gathering brings in collectors from across the country and overseas. They continue to patronize Eden because of the hospitality they experience from the city and the Eden Tourism Board.</p>
<p>“Eden has so many things to offer a visitor. We have some very nice accommodations that offer great hospitality and customer service. This combination keeps people coming back year after year,” stated Cindy Adams, Coordinator of Special Events and Tourism for the City of Eden.</p>
<p>“We have tried very hard to make people more aware of all that Eden has to offer. Whether it be a wedding in a beautiful outdoor setting or a kayak excursion down one of our beautiful rivers, Eden is the place to be.”</p>

Ms. Wilsey’s considerable non-profit background includes years spent as a licensed social worker in Virginia and Maryland as well as a long association with a premier downtown development organization in Atlanta, GA. In addition to her hospice management background, she served as Executive Director of the YWCA of Great Falls, Montana, and Executive Director of The Friends of the Torpedo Factory Art Center in Alexandria, VA.</p>
<p>“We are excited to welcome her to Rockingham County and look forward to working with her and all the experience she brings with her. We think she’ll be a good fit with Hospice of Rockingham County,” said Rex Tuggle, Trustee Chairman for HRC.</p>
<p>When asked for thoughts on her newest hospice endeavor, Ms. Wilsey said, “This organization was founded by people living in Rockingham County to provide hospice care for people living in Rockingham County. Over its almost 23 years of service, HRC has become the gold standard for hospice care in this county. The staff is highly skilled and dedicated to providing superior care with compassion and great sensitivity to the needs of the patients and their loved ones. In particular, I am greatly impressed with the high level of community support that enabled this organization to build such an outstanding state-of-the-art inpatient facility. While the inpatient facility offers a home-like environment and amenities for families, it is a small hospital that can meet most any patient need that arises. I am proud to be associated with this fine organization and look forward to working with our dedicated Board of Trustees and staff in furthering the goals of Hospice of Rockingham County.”</p>

Smith Reynolds Foundation to support its general operations. With these funds, the Center will continue to help local entrepreneurs learn how to plan, start and grow businesses, while also supporting its renewable energy, broadband and local food projects aimed at helping transition Rockingham County’s economy.</p>
<p>To foster local business success, the Business &amp; Technology Center provides reliable information and effective services to its clients regardless of the business type or phase of development.   Businesses served by the Center fall in a wide range of sectors including commercial construction, light industrial, renewable energy, catering, farming, retail and more.  While each business is different, sound business principles and effective use of technology cut across them all. </p>
<p>The counseling, training and support services provided by the Business &amp; Technology Center cover a variety of areas including business plan preparation, budget development, marketing strategy, financial analysis and e-commerce.  In addition, staff has developed economic development projects that aim to push broadband into rural areas not already served, utilize trash as a renewable energy source and help farmers develop markets for high value food to help replace tobacco income.</p>
<p>“This is the third investment the Z. Smith Reynolds Foundation has made in the Rockingham County Business &amp; Technology Center since 2007, with total investment now equaling $200,000. They see value in what we are doing because of the broad range of services we are providing and the innovative projects we are leading,” said Mark Wells, Executive Director at the RCBTC. “Without their support, we would not be able to offer the level of services Rockingham County businesses need to help them through the existing economic transition from tobacco and textiles, coupled with the Great Recession,” added Wells.</p>
